I was really hoping I wasn't going to have to do the whole "clever maneuvering of gullible individuals to reach important goals" thing. Gosh darn it.
He sits down in the boat, and kicks the front of the boat in a pique of ire. The glove box opens, but Guybrush doesn't seem to notice that little piece of paper that has come out of it in his annoyance.

Apparently, he's missed the point. And it's a darned good thing Reisen saved that piece of paper, because it's a deed to a pirate ship called, uh, the Stinky Dugong. ...is that really an improvement?

Now let's see... where there's supposed to be pirates, there ought to be a nice, piratey town somewhere. And where there's a pirate, there are bored, unemployed pirates itching for a good ship and a good captain.
Neither of which apply in this case.
